Before the Minister sits down and the noble Baroness, Lady Byford, replies, I should point out that one of the most common events on hill land is for someone from outside the area to find a lamb which they think is abandoned although the mother is grazing 20 yards away. It is quite a common experience for such lambs to be picked up by people who think they are not being looked after. It causes a huge animal welfare issue which I wish to draw to the attention of the Committee.
