Under ““Ancillary powers””, the Bill clearly states:"““(c) raise money””." It does not refer to raising money per headage or for whatever purpose. So the noble Lord, Lord Williams, is quite right. Whether he wishes to give the Government time to think about it is another matter, but the noble Baroness cannot argue both ways when paragraph (c) quite clearly states that its power is to raise money.
