Commons Bill [HL]

I am grateful for that clarification, but it does not answer my question. At this stage, I will leave it for the Minister. I am trying to define where the public interest lies. Does it lie with people living in the vicinity or with people who might visit that common land? They will be members of the public and therefore have an interest in what happens on that land.
