The commoners on Gilwern Hill know pretty well everyone around Llandrindod Wells, Builth Wells or wherever. They know the people driving up to the common and are perfectly capable of saying, ““We don’t want you here””, but they will not do so at the moment. They say, ““Actually, they are our cousins””. That could only be done formally. It is a question not of employing a special constable or warden but of getting across the message that commoners do not want such unauthorised access to the land on which they have common rights, and that it is part of their livelihood.
