The problem is that on Gilwern Hill farmers have a right to take bracken out for the sheep for the winter. When the sheep go indoors into the barns, you see tractors coming across even now, apart from when it rains. So I am all in favour of some idea of what that might mean and what the commons association might do, but bracken has played a very important part in upland farming in Wales.
