Another headline reads, ““U-turn is bad news for hopes of reform””. That is too hurtful to read out in public. Under the headline, ““Revaluation is a ticking timebomb””, the Local Government Chronicle says:"““exclusive survey reveals a quarter of councils, of every type and political colour, will be in the capping zone next year.””"
It continues:"““there is a limit to the pressure under which the system, already cracking, can be put—and it is now perilously close to collapse.””"
Finally, a headline says, ““Local government in limbo as revaluation waits for Lyons.”” I have had a good look through all the press—
