We would not want to go into too much definition because a commercial operator might apply to operate snack facilities at a location. We would not want to rule that out. The great danger of giving a definition of a picnic area is that we may end up suggesting that somehow only the provisions that one was carrying could be consumed in those areas. That would rule out the possibility of a commercial operator. We do not want to be rigid about the concept. We are seeking to define a short break and a short rest which is different from, and not competitive with, motorway service stations.
