I am grateful for that point. I notice that the noble Lord, Lord Hanningfield, is enjoying that remark, and let him enjoy my next remark. I agree with him on the objective of facilitating the paths by which people can get additional training and skill. We would not wish to put barriers on them. But we have an obligation to general road users regarding vehicles that require special skills. It is because of that that we sustain the argument in the clause.
