I do not have a great deal to add on the principles behind the charging, but I assure the noble Lord that we bear in mind that there may be a deterrent to some to comply with the law. He will know that we are taking extensive measures to ensure compliance with the law, with regard to driving licence, vehicle licence and insurance. We have in hand some significant proposals for improving efficiency in the area; some are contained in the Bill. Compliance will be achieved through such means.
