Terrorism Bill

I am grateful to the Home Secretary. A little while ago, a perfectly respectable public figure expressed the sentiment that, in view of the nature of the occupation of Gaza and the west bank, she fully understood how some young Palestinians could be driven to become suicide bombers. That statement would appear to contravene every single part of clause 1. Is the intention to criminalise that statement?
