I thank the Minister for his detailed reply. I was pleased to hear him say that there is actually not much distance between us. The only difference between our horses is that he is tempting them with a carrot and we might be pushing them from behind.
Mediation is a bit like training. It is always those who need training who never want to go on training courses. I rather think that many of the people who would benefit from mediation are precisely the sort of people who do not want to go anywhere near it. That is why we would like to see some element of compulsion. However, I thank him for his reply and I look forward to reading it in more detail. I hate to disappoint, but we probably have two more days in Committee and I am sure that I could do a tour of the American states, Australia and Canada if the noble Lord really wants me to. I beg leave to withdraw the amendment.
