I suppose that we could have taken all the amendments in one huge grouping because one often is contingent on another, but we thought that all were important debates in their own right. As such, there may be an overlap, but we will discuss early intervention and mediation later.
On issues of safety, there is a group of amendments later. I do not want to pre-empt what my noble friend will say on that. On the fact that only 10 per cent of cases are contested and that the worst cases come along, the statistics vary. Some people say that the number is more, and some say it is less. We therefore assume that because only 10 per cent are contested, 90 per cent are satisfied. That is not always the case.
