Equality Bill [HL]

I am extremely grateful to the Minister, but I am still concerned. We might as well admit that the real problem is that most Members of the House take a rather flexible or cursory attitude towards statutory instruments. We do not get into the meat of them. Perhaps we do not use them in the way that we should and maybe we all need to learn how best to make our views known when such orders are debated. We tend to scrutinise Bills line-by-line, but we do not do the same regarding orders—at least I do not, nor do most Back-Benchers. That is why I feel so strongly about this issue and we will need to give proper legislative scrutiny to any changes to these clauses.
