Racial and Religious Hatred Bill

I have to say that if I were to confine my remarks to those phrases, it would mark the end of the Bill. That might be a very good thing, but I tried to be realistic. Without any qualifying element, we would be saying that freedom of speech cannot be restricted in respect of"““any matter of religious belief or lack of religious belief””." It seems to me that that amounts to the end of the Bill in its entirety.
