Mr. Wallace: To ask the Minister of Agriculture, Fisheries and Food what proportion of suckler cow premium payments in England for
the current year had been paid by 1 January 1997. [13940]
Mr. Baldry: By 1 January 1997, approximately 61 per cent. of advance payments under the 1996 suckler cow premium scheme had been
made. All advance payments are expected to be made by the citizens charter deadline of 5 March 1997. The vast majority of balance
payments will be made between mid-April and 30 June 1997.

Mr. Wallace: To ask the Secretary of State for Wales what proportion of suckler cow premium payments in Wales for the current year
had been paid by 1 January 1997. [13938]
Mr. Jonathan Evans: Around 53 per cent. of 1996 eligible suckler cow premium claims had been paid an advance as at 1 January 1997.
By now this figure has increased to 66 per cent.
The Department aim, set out in the charter for farmers in Wales is to complete advance suckler cow premium payments by 5 March 1997.

Mr. Richards: To ask the Secretary of State for Wales if he will make a statement on measures taken to help the beef sector since

Mr. Jonathan Evans: The package of reforms to the common agriculture policy agreed in 1992 provided for the introduction in 1993 of
the beef special premium scheme and suckler cow premium scheme. These schemes have injected £164.4 million into the beef sector in
Wales since 1 January 1993.
Following the statement by my right hon. Friend on 20 March 1996, the Government have committed £3.5 billion to support the industry
in the UK, over four years, on the following measures in response to the BSE crisis:

That this House is opposed to the Calf Processing Aid Scheme, under which over ??100 is paid for each male dairy calf and ??128 for each male beef calf which is slaughtered when it is less than 21 days old; notes that this scheme has nothing to do with eradicating BSE; believes it is ethically unacceptable for newly-born calves to be slaughtered en masse when they have known almost no life at all; notes that over 360,000 calves have been slaughtered since this scheme was established in April 1996; is concerned that many calves are being transported on long journeys to distant slaughterhouses rather than being sent to a slaughterhouse near the farm of birth; believes that dairy bull calves should neither be slaughtered under this scheme nor exported for rearing in continental veal crates but should instead be reared in the United Kingdom to supply the lower end of the beef market hitherto filled by the older cull cows whose meat is now excluded from the food chain; and urges Her Majesty's Government to abandon the calf slaughter scheme as it involves treating calves as unwanted waste products rather than as sentient beings capable of feeling pain and fear.

Mrs. Browning: As at 21 January 1997, the following cases of BSE had been reported in the European Community:
Republic of Ireland: 188
France: 28
Portugal: 61
Germany: 5
Denmark: 1
Italy: 2
A proportion of the BSE cases in Ireland, France and Portugal have been reported in home-bred animals. All reported cases in other
countries have occurred in animals which were born in the UK. Investigations are still in progress with respect to the fifth German
case, which has been reported as born in Germany as the offspring of a cow imported from Great Britain.

Mr. Alan W. Williams: To ask the Minister of Agriculture, Fisheries and Food what are the possible mechanisms for cow to calf
transmission of BSE; and what assessment he has made of the most likely route. [12776]
Mrs. Browning: Whether or not maternal transmission occurs is still open to question. The final results of the cohort study, for
which preliminary results were published in August 1996, will shortly be presented to the Spongiform Encephalopathy Advisory
Committee. It is clear however that if maternal transmission does occur it does so only infrequently.
To try to establish which tissues might be involved in maternal transmission, blood, constituent parts of placenta, embryos, uterine
washings and milk were inoculated into mice. In separate experiments, milk was also fed to mice. None proved to be infectious. In
another experiment, calves were fed the homogenised placentae of infected cows as this was considered, by extrapolation from known
evidence for sheep scrapie, to be the most likely route of transmission. The exposed calves survived without developing clinical BSE
for seven years, and have recently been killed so that their tissues can be examined for the presence of infectivity. Finally,
another large experiment is assessing the role of the embryo itself in transmitting disease. Embryos collected from infected, and
clinically affected, cows were implanted into surrogate dams imported from New Zealand, and the surviving calves and their surrogate
dames remain under observation in order to determine whether they succumb to BSE. That experiment will not end however until 2001,
when the youngest calf reaches seven years of age.
Under the circumstances, the most likely routes of transmission from cow to calf have already been examined. Should it prove
necessary however, following interpretation of the cohort study, some or all of these options will be revisited as advised by SEAC.

Mr. Robertson: We are consulting with the European Commission on the position of animals slaughtered under the selective cull while
in a retention period for the schemes listed. The normal retention period rules apply to animals entering the over-30 months scheme.

of BSE in cattle imported from the Netherlands since January 1996, by month. [9845]
Mrs. Browning: No cases of BSE have been reported in cattle imported into Great Britain from the Netherlands since January 1996.
We are however investigating the possibility that one cow, confirmed positive in September 1996, may have been imported from the
Netherlands in 1994, but was carrying a British ear tag at the time of report. The Dutch authorities will not be contacted until all
details have been verified.

Mr. Hardy: To ask the Minister of Agriculture, Fisheries and Food what additional assistance he has produced to beef producers
during the last six months. [9040]
Mr. Baldry: United Kingdom farmers have received additional direct financial assistance totalling nearly £110 million. In addition,
the advance payments under the suckler cow and beef special premium schemes have been paid at a rate of 80 per cent. rather than the
normal 60 per cent. Market support measures, such as the expanded intervention coverage for beef and the calf processing scheme,
have also served to enhance producers' income.

Mr. Maclennan: To ask the Secretary of State for Scotland what steps he is taking to effect payment of 1996 sheep annual premium,
suckler cow premium, hill livestock compensatory allowances and arable aid payments to farming enterprises currently determining
their separate business status; and if he will make a statement. [7215]
Mr. Raymond S. Robertson: Payments under the schemes to eligible businesses will be made in the normal way. In cases where the
status of the business is in dispute and where the special review arrangements, which we have established, have been invoked,
letters are being sent to the farmers concerned inviting them to agree that the related businesses should be treated as one, on a
provisional basis, to facilitate payment and to avoid potential hardship.

Mr. Raymond S. Robertson: Separate regulations govern each of the individual aid schemes listed. In addition over-arching rules on
business eligibility are laid down in the Council and Commission Regulations 3508/92 and 3887/92, as amended, respectively
establishing an integrated administration and control system for community aid schemes. Elaboration of these rules is contained in
the annual IACS booklet provided to potential claimants.

Mr. Hanson: To ask the Minister of Agriculture, Fisheries and Food what research his Department has undertaken into the effect of
organophosphate warble fly dressing on cattle. [461]
Mrs. Browning: All veterinary medicines, including warble fly treatments, are assessed against statutory criteria of safety, quality
and efficacy, including the safety of the target animal concerned. The Government are advised on this by the independent scientific
veterinary products committee. Manufacturers are required to produce their research as part of the authorisation process for their
products and my Department does not undertake nor fund any such research.
The use of organophosphorus compounds as insecticides, particularly during the campaign to eradicate warble fly, has been claimed
either to cause BSE or to render cows susceptible to BSE. The original epidemiological investigation considered any possible
association between the use of agricultural chemicals, including OP insecticides, and the occurrence of BSE. None was found. The
only positive correlation found was in relation to the use of animal feed which contained ruminant protein in the form of meat and
bone meal. MAFF has not undertaken any research on the suggested link between BSE and organophosphates.
The independent Spongiform Encephalopathy Advisory Committee has considered the OP theory and concluded that it fails to explain a
number of key facts about BSE. It, too, has concluded that there is no justification to extend the current transmissible spongiform
encephalopathies research to include the OP theory.
A study was carried out by the toxicology unit of the Medical Research Council to test whether an OP could bind to "normal" prion
protein--an essential prerequisite for the development of BSE, according to the OP theory. The scientists conducting the experiment
concluded that there was no evidence of binding. This experiment was conducted by the MCR with its own funds and although MAFF was
informed we had no part in its design.
