These regulations were made in exercise of the powers conferred by Articles 5(3), 30(1) and (1A) and (5), 40(3), 41(3) and 105(6) of Regulation (EU) 2016/2031 and Article 144(6) of, and paragraph 3(2) of Annex 6 to, Regulation (EU) 2017/625, as retained in UK law from section 2(2) of the European Communities Act 1972.
