To continue on the point raised by the noble Lord, Lord Watts, there now exists a strengthened independent self-regulatory system for the press. The majority of traditional publishers are members of IPSO. Despite Section 40 never having been commenced, both Impress and IPSO offer arbitration schemes for legal claims relating to defamation, privacy and harassment. These schemes are either free, through Impress, or low-cost,
through IPSO, for claimants. We do not think it likely that the repeal of Section 40, to which we have long been committed, would have an impact on access to low-cost arbitration.
