Would not the noble Lord concede that a large number of functions at the district council level, such as environmental health and planning, are delivered through the collaboration of district councils together for the reason that individual district councils do not have the resources in staffing or money to deliver them on their own?
Therefore, a complex district plan being delivered by just one local authority may have been the case in the past but is not necessarily happening at the moment.
