My Lords, ruling parties are the foreign power. As I have tried to be clear and have stressed twice now, registration will be required
only where an individual or entity is directed by a foreign power—that is the condition. Therefore, if a think tank was being directed by a foreign power, the answer would be yes. If it was not, the answer would be no.
