I am very grateful to the Minister. Can I press him for a moment on what I understand to be his explanation for Clause 18, which is that otherwise there may be some concern that the exercise of powers

is not consistent with Section 7A of the European Union (Withdrawal) Act 2018? I think that is what the Minister said.
