Before the Minister sits down, can I clarify what he has said about liability for payment? My Amendment 155A relates to the liability to pay council tax. Where people are excused, they might otherwise be liable to pay council tax but, because of government legislation, they have been excused the need to do so. I make the point that although I
planned this as a probing amendment, I now realise we have a much bigger issue to address, and we will need to discuss this further on Report.
