My Lords, the level of ambition in this review is commendable. Take, for example, the desire for the UK to be a global superpower in science and technology by 2030. The biggest challenge will be the divide between the public and private sectors. Will we follow the example of Israel, which already punches above its weight in this area, and take a whole-of-society approach? How will we bridge that divide when it comes to showing skills and investment?
