My Lords, I thank the Minister for that response and all noble Lords who spoke to this amendment. We shall carefully consider all that Ministers have said during the passage of the Bill and decide before Report whether it strikes a
balance between providing local authorities with the flexibility to meet local needs and ensuring a consistent approach to the provision of support. Until then, I beg leave to withdraw the amendment.
