Before the Minister sits down, may I thank him for the clarification he has given? He has not simply said that the Government will obey the law, which we have heard before. He said two other things that were perhaps of significance: first, that the Government would obey the Benn Act,

and, secondly, if I heard him right, that they would not use the Civil Contingencies Act to amend or repeal the Benn Act. Can he confirm that no regulation-making power, whether in the Civil Contingencies Act, the European Union (Withdrawal) Act 2018 or any other Act of Parliament, will be used to amend or repeal the clear provisions of the Benn Act?
