My Lords, I might have misunderstood him, but would the Minister kindly clarify that he is now proposing a fourth category so that we will have
gold, silver, bronze and ineligible? That is a bit like a gentleman’s fourth at Oxford years ago, which was a badge of shame. Is that the case?
