My Lords, the Minister said there are no quotas, but unless my memory fails me, when we discussed the TEF, he said he thought that gold and bronze would have roughly 20% each and the rest would be what he termed “in the middle”.
I understand that they are not firm quotas, but it seems that the Government have a fairly clear idea of what they expect the outcome to be.
