172: After Clause 126, insert the following new Clause—
“General duties of licensing authorities
(1) Section 4 of the Licensing Act 2003 (general duties of licensing authorities) is amended as follows.
(2) After subsection (2)(d) insert—
“(e) the provision of social or cultural activities.””
