I cannot answer that. We have to give these agreements time to work; a lot of them are quite newly put together, and it may
well be that it has not been worked out where they need specific people to deal with the problems that are happening. On the whole, where they are working, they are working well. They have led to collaboration between the police and all the emergency services, such as the health service, to come together to find where they need extra help in the areas where they have problems.
