30: Clause 1, page 2, line 11, at end insert—
“( ) A local authority in England must, in carrying out functions in relation to the children and young people mentioned in subsection (2)—
(a) undertake a screening of the children and young people’s speech, language and communication needs;
(b) to ensure those working with the children and young people are trained in awareness of speech, language and communication needs;
(c) ensure appropriate support is provided for those children and young people with speech, language and communication needs.”
