My Lords, there will be an expectation from the Secretary of State that a certain percentage of housing will be starter homes, but it does not exclude other types of tenure. There will be fundamental disagreement on this, but the
emphasis on younger buyers is there because they are the demographic that has been priced out of home ownership for the last 20 years, as I said.
