I would just like to pick up what the noble Lord, Lord Warner, said. It seems to me that the Government could put forward a very general proposition in relation to the national referral mechanism or statutory safeguarding organisation without

tying themselves to how it would work. That seems to be the way forward because you would then have the power to put in whatever was appropriate after you had had the pilot schemes, which I am delighted to hear the Government are proposing to do. The important thing is for the Government not to tie themselves too much but to be able to come back and produce whatever is needed in any subsequent legislation, into which one could slip in an appropriate amendment. There will be no shortage of that, I suspect, with a future Government. If I may respectfully say so, something needs to be there to enable the Home Secretary of the day to go forward without having to look for some primary legislation.
