My Lords, I will be brief because the two speeches from my noble friend Lord Faulkner and the noble Lord, Lord Jenkin, on the noble Baroness’s own Benches have established the strong case. Of course we all appreciate the strenuous efforts that have been made to meet the points made so forcefully in Committee, but it seems clear that the Government’s reservation is ill founded and the Minister ought to give an undertaking to the House that she will make every effort prior to Third Reading to ensure that we finally wrap this matter up.
