Deregulation Bill

Could my noble friend explain why it is reasonable for documentary evidence, unaccompanied by usage evidence, to come into discussion many years after an application has been made? This

is a matter of history and should remain so. It is surely not an acceptable argument against my noble friend’s amendment.
