My Lords, just before the noble Lord withdraws the amendment and sits down, I would say to the Minister, on behalf of the Committee,
that, as was said in relation to Amendment 192, it is not the form of words that matters, it is the outcome. As regards this amendment, I think what the Committee is saying to the Minister is that it is not the meeting that matters, it is the outcome.
