My Lords, I should just like to follow up on that suggestion, as it fits in with what I was saying earlier. What is needed is a positive rather than a negative incentive to the local authority that wants to take on and do a good job with especially difficult cases. Would the Government consider the
possibility of a variable pupil premium that could be larger for the children and young people who have real problems?
