I think I can assure the noble Earl, Lord Listowel, that local authorities will be able to include provision such as paired-reading schemes in their local offers. We want to see extensive and helpful local offers that include the full range of provisions to support children and young people with SEN, including
support for parents and carers. We are happy to look at the guidance and the code in more detail to ensure that that is absolutely clarified.
