Perhaps I may also push the Minister on a point of clarification? I have a quote from the Minister in the Commons, who said that the SEN provision was in line with the current SEN provision which, as we have heard, excludes a whole series of categories of children. Does the Minister
endorse the view that the SEN definition has not substantially changed, and that whole swathes of children will fall outside that definition?
