I support the principle of the amendment tabled by the noble Lord, Lord Dear, in rather the same way as my noble friend Lord Fowler does. It would not be particularly suitable to ask a Lord Justice to do this sort of work. The sort of inquiries that Lord Justices and other judges are asked to do are usually into some specific matter in which their talent and fact-finding is thought to be of particular importance. It has been said that the results of their recommendations are often not quite as influential as the findings that they make on facts. Anyhow, post-legislative scrutiny of this Bill, as with other Bills,
would be extremely valuable. It has been said more than once that marriage is the building block of our society. If you change the building blocks, that is quite likely to produce some change in the building, whether for good or bad. It would be right to have this as a subject of post-legislative scrutiny. So far as my marriage is concerned, a very significant change occurred within the first year.
