I was trying to probe as to whether there was some distinction between the position of a designer who is employed by the commissioner and the position of an outside contractor who the commissioner contracts to produce a design. In either case, we must be concerned to ensure that the legitimate interests of the commissioner are not neglected in this transition, so that the design rights do not in future lie with the commissioner but with the designer.
