My Lords, may I add one thing what my noble friend Lord Ramsbotham has said, as well as supporting both the amendments? Very many of the young people who will be in custody or will have gone through this process will also have been in care with the local authorities. It is therefore even more important that special attention is being given to them above the age of 18. I particularly support that aspect of the proposals.
