Defamation Bill

Proceeding contribution from Lord Mawhinney (Conservative) in the House of Lords on Thursday, 17 January 2013. It occurred during Debate on bills and Committee proceeding on Defamation Bill.

What the clause actually says is,

“satisfied that … England and Wales is clearly the most appropriate place”,

not,

“clearly satisfied that … England and Wales is the most appropriate place”.

Would that make any difference to his argument?
