My hon. Friend is absolutely right. He is right to take us all back some years and to ask what would we have said if this agreement had been available at that moment in time. That is a sensible way to look at what we have achieved and puts it in context. He is also right about the Vienna convention. I pay tribute to my hon. Friend the Member for Stone (Sir William Cash), who is no longer in his place.
He advised and spoke to me about it. I am pleased that we could secure it and it does have significance of the like that he describes.
