Animal Welfare (Sentencing) Bill

It is implicit in what my hon. Friend said in reference to that case that he believes that, instead of the suspended

sentence, a sentence of immediate imprisonment should have been imposed. Yet the explanatory notes in relation to the financial implications of the Bill say:

“The increase in maximum penalties will not result in an increase in the number of offenders being sent to prison”,

which implies that it would not make a ha’p’orth of difference to that case.
