Does my hon. Friend agree that the failure to recognise the difference between a real-terms and cash increase is frustrating for headteachers? In schools in my constituency, headteachers tell me that they do not have a real-terms increase—they have a real-terms decrease, even if, in some schools, it looks like a cash increase. They are

frustrated by the Government’s attitude of saying that everything in the garden is rosy because there has been an increase in funding. They have had years of cuts.
