Yes, I do agree. That is certainly one of the reasons this should go to the other place. I slightly hesitate over the issue of scope, particularly because we have a ruling from Madam Deputy Speaker that I would not seek in any way to impugn. It is perfectly clear ruling with a perfectly understandable base. I say no more about it than that.
