Prisons and Probation

The hon. Gentleman is making a powerful argument. He has referred to the United States of America, and I would like to refer briefly to the prison estate in Wales, which presently has 800 more places than necessary for Welsh offenders, many of whom are none the less imprisoned in England. All our female offenders are sent to England. In no way can it be said that the prison estate in Wales has been designed with the rehabilitation needs of Wales as a priority. Will the hon. Gentleman join me and his colleagues in the Welsh Government in calling for the full devolution of criminal justice, and especially of prisons and probation?
