The alternative to a functioning Executive and Assembly is not a consultative Assembly and not direct rule; it is the onward implementation of strands 2 and 3 of the Good Friday agreement. There will not be direct rule in isolation. An intergovernmental conference will have to be convened, and Northern Ireland would be governed in partnership between the Irish Government and the UK Government, as envisaged in the provisions of the Good Friday agreement.
