Dog Fouling

I thank the Minister for sharing that personal experience with us. Councils have said that their operatives are having to climb into trees to cut

these bags down and are coming across decomposing poo. That is bad for the health of the council operatives and a more costly way to collect. It is a litter and refuse problem tied together, which is really the worst combination.
