This is a procedural resolution. This debate is suddenly taking place, even though the Order Paper says that there would have been no debate if the motion had been moved after 5 pm. Does that not speak to something else we have tried to do since we were elected here, which is to reform the procedures and make them more transparent? There is much that can be learned from the Scottish Parliament experience in that regard.
