Does it strike my hon. Friend as somewhat odd that the motion assumes that the Bill is going to pass Second Reading and that reasoned amendments might not be made to it? We can all make our judgments about calculations on votes in this House, but on a point of principle it is odd that we seem to be assuming that the Bill will automatically have its Second Reading before we have even reached that stage.
